On June 8, several prominent domestic record companies and music website representatives convened under the coordination of the Ministry of Culture’s Network Music Department to discuss common interests and the sustainable development of the industry. In 2010, there were 360 million online music consumers, with four out of every five internet users being online music consumers. This vast market represents a significant opportunity for musicians. However, widespread piracy has hindered the development of diverse business models and profitability in the online music market. As a result, many music creators have turned to the film or other industries. Record companies have also experienced declining revenues due to piracy and infringement, leading to a decrease in the number of new tracks released each year.

To combat piracy and improve the market environment, the Ministry of Culture has increased its efforts to regulate the online music market. In 2010, more than 300 unauthorized online music websites were shut down, and a series of measures were implemented to expose and control illegal businesses and products. In April of that year, the Ministry of Culture issued a notice on the crackdown of illegal online music products and activities, urging local cultural and cultural market law enforcement agencies to inspect and rectify 14 suspected illegal domestic music websites promptly.

To revive the industry, market participants believe that developing diverse and sustainable business models is essential.
